CF Evans to host Multifamily Construction Panel in Raleigh
In 2017, CF Evans hosted two panels on multifamily construction in Charleston and Greenville. This year we’re taking the show to North Carolina, and we hope you will join us in Raleigh on May 17th. Hear from some of the top players in the industry and city government about multifamily construction in Raleigh and surrounding areas. Topics will include (but are not limited to): development, constructability, permitting requirements/challenges, architectural review, and team coordination.

Panelists
David Summers (moderator) – CF Evans Construction
As Director of Construction, David is responsible for overseeing and directing all activities and personnel related to the construction operations of the company. This includes working with Preconstruction during preliminary schedule and budget creation, subcontractor qualification, constructability reviews, and value engineering exercises. David is responsible for ensuring the Owner’s expectations are met and exceeded and is responsible for monitoring all work for compliance with schedule, budget, quality, safety, as well as overall conformance to the contract documents. Other critical duties include the recruitment and training of the construction team, as well as providing career leadership for the construction personnel. Since joining CF Evans in 2002, David has held the positions of Assistant Superintendent, Superintendent, Assistant Project Manager, Project Manager, General Project Manager, and Division Manager. David is a graduate of Clemson University, where he majored in Construction Science and Management and minored in Business.
Mike Underwood – Woodfield Investments
Founding partner Mike Underwood is responsible for acquisitions, development, and asset management of projects in the Raleigh, NC region. Along with other partners, he guides the strategic direction of Woodfield Investments. Before Woodfield, Mike held progressive roles with Summit Properties, a listed REIT subsequently acquired by Camden Property Trust, and he had responsibility for Summit’s Mid-Atlantic development portfolio with a specific focus on the Washington metro region. He had previously opened an office and managed development operations in Raleigh, and he first joined Summit in 1985 in their Richmond office to develop Class A projects in Virginia, Maryland and Pennsylvania. Mike received his Bachelor of Science in Business Administration from the University of North Carolina. He and his wife, Leslie, have been married for over 30 years and have two grown children, Scott and Katie.
Rusty Porter – CF Evans Construction
Dating back to 1986, Rusty has an extensive resume with an emphasis on design/build team leadership and preconstruction services. As Vice President of Preconstruction Services, Rusty is responsible for the operations budget throughout the entire preconstruction phase. Rusty also supervises all estimating and schedule development. In addition, Rusty analyzes project logistics and value engineering throughout all phases of the construction management process.
Niki Jones – City of Raleigh
Niki Jones is the Assistant Director of the City of Raleigh’s Housing and Neighborhoods Department. He spent eleven (11) years with the City of Greenville where he served in multiple capacities – including Land Use, Economic Development, and Community Development. After his eleven (11) year career as an administrator there, Mr. Jones accepted a position with the City of Raleigh. In his current role, he oversees the City’s Affordable Housing initiatives and the Community Development Division. He currently serves on the board of the American Planners Association’s North Carolina Chapter and the North Carolina Community Development Association. He received his B.S in Urban and Regional Planning from East Carolina University and his M.P.A from East Carolina University. In addition, Mr. Jones is a member of the American Institute of Certified Planners (AICP). In his free time, he enjoys hanging out with his wife Abby and their dog Argyle.
William D. Egan, AIA, LEED AP – JDavis Architects
Bill is a Partner with JDavis and has over 30 years of experience. He has served as lead designer and as Principal-In-Charge on a wide variety of multifamily and mixed-use projects including high-density urban infill, high-rise waterfront, affordable housing, senior housing, student housing and historic adaptive reuse. He has a Masters of Architecture from Yale University and is registered in several states.
Tucker McKenzie – WithersRavenel
Tucker is a project manager at WithersRavenel, a North Carolina-based engineering, planning, and surveying firm. He brings 12 years of experience in civil engineering and design primarily for private land development projects. He has been involved in the development of residential and mixed-use communities ranging in size from 160 to nearly 1,000 dwelling units. His current focus is the firm’s commercial portfolio, which includes non-residential and multi-family clients. These projects have varied from single-use outparcel buildings to large, multi-phased master planned developments.
