David began his career at CF Evans as an Assistant Superintendent in 2002. Sixteen years later, after proving himself as a Superintendent, Assistant Project Manager, Project Manager, General Project Manager, Division Manager, and Director of Construction, he was named the company’s President.
With a passion for cultivating relationships with our many partners and a plethora of industry experience, David is committed to client service and results, embodying the core values that have defined this Company for more than seventy years. David is a graduate of Clemson University, where he majored in Construction Science and Management and minored in Business.
To David, CF Evans is more than just a construction company, but his extended family. His goal is to ensure that all employees experience the family culture that makes us special, and that our culture remains strong as the company continues to grow. David, his wife Karen, and their 3 children live in Cameron, SC, on a small family farm where he grew up.
As Executive Vice President of Corporate Development, John Barr focuses on our company’s growth through strategic initiatives to help us achieve the highest level of organizational excellence.
John is responsible for our company’s robust training program, and he specifically leads Information Technology, Construction Technology, Safety, and Contract Administration. Regardless of the role he has filled in his 20+ year tenure at CF Evans, his approach has always been to be a servant – to come in alongside others, meet them where they are, and work with them to grow and go forward.
When not a work, John enjoys the blessings of being with his wife Sabrina and their family and responding to opportunities of service and mission as opportunities present themselves.
With over 40 years of experience in the construction industry, Rusty is responsible for our preconstruction, estimating, and business development services.
His experience spans a wide variety projects and product types including commercial projects, design/build manufacturing and industrial facilities, a minor league baseball stadium, CCRC communities and, of course, thousands of multi – family units.
While expanding technical proficiency in techniques and systems is high in his list, Rusty’s passion is building relationships and providing opportunities and assistance through servant leadership.
Rusty and his wife, Kim, of 40+ years were born and raised in Orangeburg County and still make their home there today. Together they have reared two sons and a daughter and are very excited to have “in – laws” and “grandparents” on their resumes. In addition to spending quality time with his family, Rusty is an avid outdoorsman and enjoys being surrounded by nature.
As CFO, Chaz is responsible for the financial oversight, reporting and budgeting of the Company.
Chaz received his Bachelor of Science in Business Administration and Master of Accountancy from the University of South Carolina. He is a member of the American Institute of Certied Public Accountants, South Carolina Association of Certied Public Accountants, and Construction Financial Management Association. He also serves on the Board of Directors for SOAR Columbia.
Prior to joining CF Evans, Chaz was a Senior Audit Manager with a regional public accounting firm where he provided a variety of assurance services to construction clients throughout the Southeast.
When not at work, he enjoys spending time with family and friends either on the back porch, golf course, or by the pool. He resides in Lexington, South Carolina with his wife, Jenna, and their daughter.
Michael Spafford brings over 35 years of construction experience to his role as Vice President of Operations at CF Evans. Throughout his career, he has successfully led a wide range of multifamily projects across the Mid-Atlantic and Southeast, including complex developments with deep foundations and structured parking in urban environments.
Michael began his journey in construction at a young age, influenced by his father, a carpentry contractor. From those early days building with scrap lumber to leading large-scale teams, he has remained committed to hands-on execution and thoughtful planning. His leadership style is grounded in integrity, strategic thinking, and a strong focus on culture, mentorship and talent development.
Before joining CF Evans, Michael played a key role in growing and revitalizing construction firms, overseeing diverse projects spanning affordable, market-rate, and luxury multifamily, as well as mixed-use, commercial, and residential sectors.
Outside of work, Michael enjoys spending time by the water with his wife Wendy (married 37 years and still best friends), their three children (two of whom followed him into the construction industry) and their Great Dane, Rico, and purposefully checking through his well-curated bucket list from 2008.
Charles brings over two decades of business development experience, with a career rooted in building long-term, trust-based relationships across the Carolinas and the Southeast.
Throughout his career, Charles has specialized in supporting a wide range of project types, including multifamily, mixed-use, medical, education, commercial, industrial, and HUD-insured developments. His strength lies in the preconstruction process, where he works closely with owners, developers, architects, and engineers to evaluate constructibility, explore alternatives, and maintain budget alignment from concept through completion, all with no surprises along the way.
Prior to joining CF Evans Construction, Charles spent 18 years with Samet Corporation, where he led market development efforts and played a key role in expanding client relationships and project opportunities across multiple sectors. Earlier roles include leadership positions with Matthews Construction, Miller Building Corporation, and FN Thompson/BE&K, where he helped establish and grow regional market presence through strategic relationship building.
Charles holds a Bachelor of Science in Business Administration with a concentration in Economics and Banking from Appalachian State University and is Procore Certified in Project Management Core Tools. He is passionate about team-oriented collaboration and partnering with clients to deliver thoughtful, well-executed projects that create lasting value.
Throughout his 20+ year career, William Gully III has worked to build people, teams, and HR functions that can scale with a growing company.
William began his HR career in Mississippi’s poultry industry in 2007, serving as Complex Personnel Director and later Complex Director of HR for Peco Foods, where he supported HR and safety operations for more than 2,000 hourly and salaried employees across multiple plant locations. He went on to serve as Complex HR Manager at Keystone Foods, directing HR and labor relations for a workforce of 2,300+ across union and non-union manufacturing facilities.
In 2015, William joined Pilot Flying J as Divisional HR Business Partner, Director, leading HR strategy for nearly 5,000 employees across 170 travel centers in seven states — including the integration of 41 Speedway joint venture locations with 95% staff retention. In 2021, he joined Refuel Operating Company as Vice President of Human Resources, building the HR function from 4 to 11 team members while supporting the company’s growth from 100 to 220 retail locations and 1,000 to 3,000 employees through 12 acquisitions. Most recently, William served as Chief People Officer at Keel Platform, leading the integration of three legacy manufacturing companies and 1,200+ employees into a single, unified HR organization within 12 months.
William is passionate about building HR functions that don’t just support growth, but strengthen the culture underneath it. As Vice President of Human Resources for Evans Management Group, he is committed to being a strategic partner to leadership and a trusted resource for every employee across EMG’s family of companies.
William holds a Master of Business Administration from William Carey University and a Bachelor of Science in Business Administration from the University of Southern Mississippi. He is a national member of the Society for Human Resource Management (SHRM) and has served in local chapter leadership roles.
As Chief Marketing Officer, ‘Liz’ leads the strategic direction of marketing and communications efforts at CF Evans, driving brand growth and market presence. She plays a pivotal role in business development, working alongside senior leadership to enhance visibility, strengthen partnerships, and support the company’s continued long-term success.
Prior to joining the team, Liz served as the Senior Marketing Director at Willow Bridge (FKA Lincoln Property Company), where she significantly expanded the Carolinas region from thirteen to over sixty-five communities in four years. Her accolades include the North Carolina Home Builders Association Marketing Professional of the Year Award for her work on Wilmington’s Riverlights Master Plan community, the Charleston Apartment Association Marketing Professional of the Year Award, the Lincoln Property Company Corporate Newcomer of the Year Award, and the 2023 Willow Bridge People’s Choice Award.
Liz is a proud NC State alumna and Carolina Panthers fan. When she’s not working, Liz enjoys reading, exploring national parks, and hitting the trails with her mini goldendoodle, Chandler.
As Director of Field Operations, Andrew ensures that our well-trained and supported team consistently meets and exceeds our safety, quality, and production standards.
Andrew graduated in 2013 from East Carolina University with a bachelor’s degree in construction management and a business administration minor, simultaneously beginning his career at CF Evans as an intern that same year. After serving the company as an Assistant Superintendent, Project Superintendent, and Senior Manager of Production and Quality Control, in 2024 Andrew was named Director of Field Operations.
As Director of Field Operations, Andrew ensures we continue to meet and exceed our safety, quality, and production standards as he directs field team performance management and career development while cultivating and maintaining win-win subcontractor partnerships.
Andrew is proud to have received two CF Evans core value awards; Respect and Teamwork. He aims to keep a pulse on company culture and exude the core values that have defined CF Evans for over 75 years. Andrew enjoys the fast pace and challenging industry, but to him the real enjoyment comes from cultivating relationships with the project teams, including clients, design team, and subcontractors. He and his wife, Melanie, live in Hemingway, SC on her family farm.
As Director of Preconstruction, Taylor leads CF Evans' preconstruction operations, guiding every project from pursuit through pricing to a clean handoff into construction.
Taylor is responsible for senior leadership over CF Evans’ preconstruction operations across assigned markets and projects, translating company standards, pricing strategy, and risk management protocols into consistent, high-quality outcomes. Taylor also leads the Preconstruction Managers and Senior Preconstruction Managers in cooperation with the Chief Estimator, owning the execution quality of every preconstruction effort. He partners closely with Operations, Business Development, and Finance to ensure projects transition cleanly from pursuit through GMP and into construction. He has a complete understanding of all aspects of preconstruction strategy, pricing, risk management, and team leadership for CF Evans projects.
Taylor is a graduate of Clemson University, where he majored in Business Administration and Management. When not managing projects, Taylor enjoys spending time with his wife and their kids. With three young children at home, a lot of Taylor’s free time is spent focused on family, but other pastimes include hunting, fishing, traveling through the Rockies, and Clemson football in the fall.
As the Safety Manager, Reed is responsible for the implementation of all project safety related processes, polices, and training in order to eliminate losses due to accidents and injuries.
Reed places a major emphasis on employee and subcontractor pre-task planning, training, and compliance with OSHA standards. Through frequent site inspections, he insures conformance to site specific plans and immediate corrective action where hazards are present or may appear. Reed is an OSHA authorized Outreach Trainer for Construction Safety 10- and 30-Hour Courses.
Reed is a graduate of Clemson University. He and his wife, Olivia live in Cameron, SC. They have one daughter, named Kit. He enjoys hunting, fishing, working on home projects, and spending time with his family.
As Chief Estimator and Preconstruction Manager, Patrick is responsible for coordinating and providing thorough takeoff and pricing of conceptual and hard bid projects.
Patrick prepares bid packages, solicits quotations, and analyzes submitted scopes of work from the subcontractor and vendor market, along directing all quantity surveys and assisting in preparation of estimates. He works hand in hand with the Senior Project Managers to ensure a steady transition from Preconstruction to Construction as the project begins, and remains involved throughout the course of the project providing oversight and clarification.
Patrick graduated from Clemson University with a Financial Management Degree. He and his wife are from St. Matthews, and now live in Columbia. They are enjoying their newest family addition, a daughter born in 2022. In addition to family and work, Patrick still enjoys participating in the music environment, and frequently performs for local community events.”
As Controller, Cindy is the lead in generating and revising CF Evans accounting department’s standard operating procedures.
Cindy has 26+ years of experience in construction and payroll management. She is a graduate of Louisiana State University in Shreveport with a BS in Accounting. She is a member of Payroll Org (PAYO) and holds a Certified Payroll Professional certificate with this organization. She is also a member of her local South Carolina Chapter. Cindy manages accounts receivables, cash management, job cost, general ledger, and provides leadership to the accounts payable and payroll teams. She strives to make processes more efficient.
Cindy and her husband, Randy of 23 years, live in Bowman, South Carolina and have two children and four granddaughters. She enjoys spending time with her family, fishing, gardening, and relaxing at the beach.
Drew is responsible for overall management direction on multiple construction projects and the review of plans, budgets, schedules, and assigned project teams. In addition to supporting his assigned project teams, Drew also maintains close contact with clients while monitoring construction and financial activities to ensure accurate project completion on time and within budget. He has a complete understanding of all aspects of project safety, budget, management of project teams and owner satisfaction for CF Evans projects.
Drew graduated from The University of Tennessee with a major in Environmental Sciences and a minor in Construction Science. He is married to his beautiful wife Hannah and together they have three children, Mary-Claire, Beau, and Will. In his spare time, Drew enjoys running his deer hounds and coaching his son’s sports teams.
As Project Executive, Gunthar is involved with projects from pre-construction to close out in order to manage and deliver those projects on time and within budget.
Gunthar is responsible for overall management direction on multiple construction projects and the review of plans, budgets, schedules, and assigned project teams. Gunthar also maintains close contact with clients while monitoring construction and financial activities to ensure accurate project completion. He has a complete understanding of all aspects of project safety, budget, management of project teams and owner satisfaction for CF Evans projects.
Gunthar is a graduate from Coastal Carolina University, where he received a Master’s in Business Administration and Management. When not on the jobsite; Gunthar enjoys boating to the beach with his wife, Miranda and son, Woods. In Gunthar’s spare time he loves fishing inshore, spending time outdoors and traveling to new places.
As Senior Manager of Construction Administration, Janet provides leadership for the construction administration team to manage contracts, contract documents and compliance matters for all multifamily projects.
Janet joined CF Evans in 2008 as part of the Construction Services team. Janet has worked to improve the processes and procedures of CF Evans by working closely with the VP of Operations, Director of Construction and Project Management teams. She enjoys the challenges of her role and works to provide solutions to our teams.
Janet loves being called Nana by her five grandchildren and spending time with them and her two children. Unplugged from CF Evans, Janet lives a busy life with her husband as they serve their church and community together when possible.
As Technology Solutions Manager, Ryan lives at the intersection of Construction and Technology.
With his background in construction and passion for technology, Ryan is focused on working directly with both field and office staff to develop and implement point solutions that improve process and transform the organization. He is a graduate of Clemson University, where he majored in Construction Science and Management.
Outside of work Ryan can be found spending quality time with his family (wife and two young children). When time permits, he enjoys working on projects around the house or taking the family to the mountains (hiking, camping, and snowboarding).
